Permitted projects have a 65% recycling requirement
California's green building code (CALGreen) requires permitted construction and demolition projects to recycle or salvage at least 65% of their debris instead of landfilling it. Both of our core markets enforce this through the permit process.
Hollister and San Benito County: San Benito County Integrated Waste Management runs the construction and demolition recycling program. You fill out a C&D Recycling Plan before the permit is issued, keep every weight tag from the job, and turn in a Post Construction Report with those tags before you get your final inspection.
Gilroy: The City of Gilroy Building Division asks for a Construction Waste Management Plan with the permit application. Its demolition guidelines say all debris has to be removed from the site afterward, and the receipts and invoices showing where it went are collected at final inspection.
City bulky-item pickup won't take remodel debris
Gilroy residents get two free curbside bulky item collections a year through Recology South Valley, which is handy for an old couch or a washer. Construction and demolition debris is specifically excluded, along with concrete, rock, dirt, and treated wood. Remodel waste needs a different route.
Where it goes if you haul it yourself
In San Benito County, the John Smith Road Landfill on John Smith Road in Hollister accepts construction debris, concrete, and asphalt, with rates based on weight. So who's responsible for the debris?
Whoever holds the permit is the one the inspector will ask for paperwork, and on most homeowner remodels that's the owner or the general contractor. Beyond that, your contract decides it.
